Any player that is not on a opposing teams in NFL General Manager will have FA status. When you decide that you want to sign a FA you must sign him to a contract, and must offer at least the league minimum contract to get the bidding process started. The league minimum is determined by the number of years that player has been in the NFL.

Minimum - 1 year
Max - 5 years
Years in the league (not including current year) - Minimum
0 - $0.40M
1 - $0.60M
2 - $0.80M
3 - $1.0M
4 - $1.1M
5 - $1.2M
6 - $1.3M
7 - $1.2M
8-9 - $1.0M
10+ - $0.8M
Maximum Annual Salary
The maximum annual salary for a player signed in free agency is 25M per year. If multiple teams offer the maximum contact it will go on number of years and if both are maximum it will go on waiver wire order.
Bidding Process
-To sign an UFA, first post the players name, position, AND current team in the designated section along with your bid. This player will now be open to bidding from any owner. Bids are flat annual salary figures, therefore you cannot backload or frontload a salary.
Here is how bids must look like:
Team Name, years of bid and contract length (bids must be in years).
There will not be a limit in UNRESTRICTED free agency on how many times a team can place a bid, however, a bid cannot be rescinded. A bid must stand without being challenged for 24 hours before a free agent is won. Bids must up the previous bid by at least $100,000. Invalid bids will be deleted and will not count against the clock.
The determining factor for who wins a bidding war in free agency will be determined by the largest yearly average salary. For example: a 2 year contract worth 6 million dollars would equate an average of 3 million dollars per year. That contract would be worth more than a 4 year offer at 8 million dollars. Though the second contract offer is a bigger aggregate contract, the shorter term is more front end money that will give the first contract greater value. In case of a yearly average tie, the longer term contract then would be the winning bid.
If multiple teams offer max contract, then waiver wire priority will determine the winner of the bidding war for that given player.
You can scatter as many bids around as you would like, to however many players you would like. But be warned, once a valid bid is placed it cannot be withdrawn, you are responsible for that bid. If you wind up getting more players in free agency than your allotted roster space or your salary cap space will allow, you will have to make appropriate roster cuts along with appropriate cap penalties in order to get down to league rule mandates.
